This paper suggests a format for cc#nducting case studies on the issues of certtrahzation and d:centralization in the context of MIS. The problems are stated, evidence presented :Ind. questions are posed for which operational measures of I:he variables have been presented. It is hoped that many organizations will be motivated to perform such case analyses in order to generate a body of dara on these issues.

A descriptive case study with multiple sites and a single level of analysis was carried out in four purposefully selected administrative districts of Uganda to investigate the effect of financial management systems under decentralization on malaria control. Data were primarily collected from 36 inte
