On May 10, the FERC held its public conference to explore comparability of service. the pipeline service obligation, a market-based pipeline merchant function, and just about evexythmg else under the regulatory sun.

One of the questions the commission asked was whether capacity brokering should be mandatory for open-access pipelines. This is not a new subject, whether you call it capacity brokering, capacity assignment, or limited-term capacity release.

However, the commission's question revives the resale of capacity as a hot topic. Have the advantages or disadvantages of capacity resale changed in the last few years?
