✦ Synopsis


A recent report by the Gartner group suggests that over 3.3. million jobs worth $136 billion would migrate from the U.S. to low wage countries in the next decade. Similar predictions have been made about much of the developed world which is home to a dominant majority of the worlds multinationals. While the first wave of offshoring involved labor-intensive manufacturing assembly positions, the current wave includes service and knowledgeworker positions. This new wave has been enabled in part by the widespread availability of a reliable information infrastructure coupled with advances in telecommunications that make distributed control of operations feasible in real time.

The special issue on Offshoring of Service and Knowledge Work aims to publish a set of papers that would shed greater insights into the operational implications of the current trends in offshoring. These implications begin with decisions about what to offshore and span to strategic concerns such as ownership versus outsourcing and tactical concerns such as scheduling and coordinating.

From a content perspective, papers may be either conceptual or empirical in nature, and pursue a theory-building or a theory-testing objective. The papers may be based on empirical methodologies (e.g., case research, survey research, etc.) or on modeling methodologies (e.g., optimization or simulation). Papers that are interdisciplinary in terms of content or methodology, or both, are strongly encouraged.

Topics:

Appropriate topics would include but are not limited to:

1. Strategic and Organizational Issues

What types of services and knowledge functions can be outsourced? Should we outsource or create corporate-owned offshore operations? What are the best locations for offshore operations? How will this change over time? How can we achieve performance breakthroughs through transformational outsourcing?
