The California Public Utilities Commission has apparently decided that Canada is going to go open-access. Last year, according to Andrew Sajir, president oj Recon Research, a Los Angeles economic consulting companythathas been hiredby the Canadians, the Commission signed a three-year accord that would allow Canadian producers to restructure their arrangements with curreru US. buyers to include virtually any California buyer. Bur then the Commission reneged and wanted to open up the Canadian market sooner. Major producers have filed suit, and the Canadian government has threatened to shut off export licenses. Current buyers are Pacifc Gas & Electric, of San Francisco, and two PG&E pipeline subsidiaries that bring gas down from Canada for use in northern California: Alberta & Southern (AbS), which brings the gas to the US.-Canadian border; and Pacifx Gas Transmission (PGT), which transports the gas from the border to northern California for use by PG&E's customers.
