For a number of years, various defence and intelligence agency not-for-profit think tanks, such as the Center for Strategic and International Studies (CSIS) and Analytic Services Inc. (ANSER), have urged the Government to create a homeland security infrastructure. Moreover, these organizations heavily influenced the Bush administration and Congress to embrace the term "homeland security" as a traditional American term.
