This case study is an analysis of the transformation of the biggest Department of the Ministry of the Flemish Community in Belgium, i.e. the Department of Education. The organizational changes involved the introduction of case management techniques supported by the enhancement and integration of existing information systems. However, the transformation was a logical answer to the excessive Taylorism which characterized the old organization and which had promoted irresponsibility and worker alienation. While the transformation has generally been successful a number of people issues in large scale change have emerged. & 1997 by John Wiley & Sons Ltd and Cornwallis Emmanuel Ltd. Jean-Louis Van Belle is Research Assistant at the Business Faculty of UFSIA. He has worked as a consultant for Andersen Consulting and Texas Instruments Software. Wim Van Grembergen is Professor of Information Systems at the Business Faculty of UFSIA and the Executive Center of UFSIA. Until recently he was Director of the MBA Programme.
