Despite some excursions into free market rhetoric (Chapter 3 is entitled `Unleashing Markets') Adjustment in Africa is worth reading and will interest both the expert and the novice. The Report compares favourably with the ®rst Bank report (Sub-Saharan Africa: From Crisis to Sustainable Growth, World Bank, 1989), which gave attention to sub-Saharan Africa as an area that had largely been by-passed by the global economic development efforts of the 1970s and early 1980s. By reading Sub-Saharan Africa ®rst and then Adjustment in Africa one gets a very good exposure to the travails of development in Africa. Its companion report, Adjustment in Africa: Lessons from Country Case Studies (forthcoming), documents the reform efforts in seven countries.
