Governor Dukes aimed to open up the border country to white settlement as a way to stop Mexico from trying to annex the Lone Star State. But to do so, he first had to give the Kiowa Indians a place to live. The Kiowas wanted the lush Pecos Valley. But the cattlemen in that region didn't take kindly to handing over such fine grazing land to the Indians, any more than the miners intended to let them have free run of the gold-rich hills.
