Two books in one, both of considerable value. The core of the book is a case study of the Tripartite Declaration of May 1950 whereby the United States, Britain and France agreed to a coordinated approach on limiting arms transfers into the Middle East. It collapsed in 1955 as the Soviet Union began supplying arms to Egypt. This historical section is based on original research and is excellent. Shorter sections deal with current aspects of potential arms control in the Arab-Israeli conflict. This is a difficult subject, to which Jabber brings both imagination and realism, and which badly needs more extensive attention.
