Theories are given for periodic rectangular arrays of perforations in rigid and thin elastic plates. The perforations contain identical dynamical systems, terminated by rigid pistons, which are represented by an impedance matrix. The excitation is a plane wave at arbitrary incidence. At low frequencies, the far field scattered and transmitted pressures both consist of a single propagating plane wave. These pressures are equivalent to those of a homogeneous plane layer the upper and lower surfaces of which are not constrained to have the same displacement, and the dynamic stiffness matrix of which relating interface stresses and displacements is derived here.
