The paper takes a broad overview of the structure of regulation in the UK, arguing that it is essentially a two tier structure. The first tier consists of the front line sectoral regulators, while the second tier consists of the appeal mechanism for resolving disputes about license modifications proposed by the regulator. The paper argues that this two tier system has a number of strengths, and then goes on to consider several of the proposals for changes that have recently been made.
