En el teatro mexicano el papel de Novo es de capital importancia. En la formación de cuadros dramáticos y en llevar obras a escena su intervención es larga y ha sido fructuosa; antes de los veinticuatro años funda, con Xavier Villaurrutia, el Teatro «Ulises»; cuando es Jefe del Departamento de Teatro del Instituto Nacional de Bellas Artes, organiza y dirige la Escuela de Teatro, crea actores, adapta, traduce, anima. Su actividad de creación estética la divide entre la poesía y el teatro. Como autor dramático su obra es original y valiosa. Ha escrito una docena de piezas, de diversa extensión, de las cuales se han representado más de la mitad. Su teatro es variado, pero predomina en él la crítica social y los temas y personajes que puedan expresar una visión intencionada, maliciosa, a veces satírica del mundo de nuestro tiempo.
