The kinetics of nonequilibrium Bose-Einstein condensates (BEC) are considered within the framework of the Gross-Pitaevskii (GP) equation. A systematic derivation is given for weak small-scale perturbations of a steady confined condensate state. This approach combines a wavepacket WKB description wit
