An Overview of the Issue

Welcome to the second issue of Digital Signal Processing. We have chosen to concentrate on speech issues and have divided the issue into three parts. The first part deals with the difficult issue of metrology, which is, in our opinion, an absolute sine qua non in making a transition from art to science.
