✦ Synopsis

This report contains the results of the study mandated by the Federal Railroad Safety Act of 1976. It briefly reviews historical trends and the current situation, and then attempts to evaluate Federal, state and industry inspection programs. While costs were examined, a detailed cost-benefit analysis of the various railroad safety activities was not possible. Existing railroad safety laws and regulations are discussed.
