โฆ Synopsis
This paper consists of a general discussion and recommendations on various ways of improving Somalia's energy situation. There are three main sections. The first is concerned with the need for a comprehensive energy policy, the importance of creating a department for energy, different methods of increasing energy production and improvements in the utilisation of energy as well as in energy conservation. The second section concentrates on the possibilities of utilising renewable energy resources. Solar, wind and biomass energy resources are particularly emphasised because of their abundance throughout the country and because of the possibility of harnessing them with relatively cheap and simple technologies. The third section examines education in energy. Emphasis is given to training in renewable energy at all levels in the education system. The paper concludes with discussions on various opportunities for international co-operation and obstacles to energy projects in Somalia.
