In an era of falling gas prices, it would seem that the consumer advocates would have little to yell about. Unfortunately for the advocates' constituencies, however, the low prices haven't made it proportionately through to the household burner tip.

This trend could continue, according to Margaret Ann Samuels, federal counsel for the Ohio Office of Consumers Counsel. Samuels is also chairman of the Natural Gas

Committee of the National Association of State Utility Consumer Advocates (NASUCA).

Challenging Risk-Free Rates

NG: What are the people's counsels as a group interested in with respect to natural gas regulation and legislation in 1992, and why?

Samuels: [We are interested in] the rate-design question, both at the state and federal level, [particularly] the extent to which the risks of operation are being shifted to the firm customers.
