Report on patent law revision**The evidence in support of the Preambles and Resolutions and suggested additions to the copyright, patent and trade-mark laws contained in the first part of our report was not published in the May Journal owing to want of space. I am now sending you the remaining part of the report, by request, as it is considered quite necessary for the members of the Association to have in their hands before the next annual meeting, the entire document for consideration and study. It is believed that this will decidedly facilitate matters and save much time at the annual meeting which otherwise might be used up in unnecessary discussion of the subject.Your Committee wishes to again emphasize that fact that we have no desire to impose our personal views on the Association. The copyright and patent laws were designed to promote progress in science and the useful arts and the trade-mark laws to protect the public from fraud and imposition. It is generally conceded that the laws as now interpreted and applied fall short in accomplishing their purpose. It is therefore incumbent upon the A. Ph. A., representing the pharmacists of America, to suggest proper modifications of the law, of such kind as to secure the very important objects for which they were enacted.—F. E. Stewarcth, Chairman.

Report of Committee on National Legislation,* American Pharmaceutical Association*This report was received and the report and resolutions were adopted. C. L. Eddy said that attention should be called to the growing tendency in the United States toward a bureaucratic form of government. Mr. Eddy referred to a law in New York state of this order which was abolished through the cooperative efforts of pharmacists and physicians. He also referred to a statement made recently in Congress-that "one in fifteen people is an employee of the Government; and these people who hold their jobs are making laws for our damnation.

Preambles and resolutions relating to revision of U. S. copyright and patent laws**This draft was prepared by Dr. F. E. Stewart, chairman of the Committee on Patents and Trade-marks, A. Ph A., for Dr. S. Solis Cohen, Chairman of the Committee on Scope, U. S. P. IX. It was also submitted in the report of the Committee on Patents and Trade Marks, of the Merchants’ and Manufacturers’ Association of Philadelphia, composed of Ernest T. Trigg (President Philadelphia Chamber of Commerce), Charles A. Wagner and Dr. F. E. Stewart, and approved. The matter in italics is suggested for revising the present U. S. Copyright and Patent Laws, and the subject is submitted for study by the members of the American Pharmaceutical Association, preparatory to its discussion at the next annual convention. The Committee received instructions at the last meeting to proceed with the revision, and the Chairman is desirous that the subject be carefully considered from every viewpoint.The Committee believes that all ambiguity now existing in the law should be removed in the revision. Provision should also be made in the law so that the inventor of a new process can secure a royalty from the original patentee. Attention is again directed that matter in italics embody the suggestions of the Committee for additions to the copyright, patent and trademark laws.—Editor.

Acute and Chronic Toxicity of Veratrum V

Acute and Chronic Toxicity of Veratrum Viride††The Veratrum viride studied was the whole-powdered drug marketed by Irwin, Neisler & Co. under the name, Vertavis. The work reported herein was supported by a grant from this firm. The batch of powder used in these experiments was stated by the manufacturer to have been assayed biologically by the Craw method on Daphnia magna. One Craw unit of the material studied was stated to be 15.6mg. With regard to this assay, Mr. R. O. Craw has been so kind as to allow us to publish a brief explanation: A reference lot of Yerolrum oirid; powder was set-aside as a standard and a 10% w/v aqueous extract was made of this powder. The average median length of life in 50 assays of 1000 daphnia on immersion in the solution was determined to be 2.22 hours. The daphnia were considered dead when the heart was found to be in systolic standstill on microscopic examination. Succeeding lots of powder were assayed and their potency determined by relating the median length of life of daphnia to 2.22 hours, which is one unit. Twenty assays of 10 animals each were used on each lot of powder.‡‡The authors wish to thank Dr. J. F.
