We thank Dr. McCarter for providing this opportunity to discuss the factors involved in the Cole-Cole analysis of "real" dielectric materials, particularly those of heterophasic, nonhomogeneous dielectrics such as the cement based substrates with chemical composition belonging to the CaO-SiO2-AI203-Fe203 system.
