Abstract
We derive a new relation to show that, as frequency changes, the output state of polarization vector precesses around the PMD vector with a fixed angle of precession. The new relation leads to a familiar expression for pulse broadening. Based on this expression, a PMD compensator is suggested and measured results are given for a 10βGb/s signal.
