On March 1. the commission gave a green light to the first offering of what could become a new variety of pipeline transportation service. The Commission allowed several new tariff sheets to become effective, covering a new off-peak-transportation (OPT) rate schedule of Columbia Gas Transmission Corporation. What is significant here are two points: (1) Columbia's introduction of a transportation service that is neither truly firm nor truly interruptible is the first pipeline service of its kind and ( 2) this new quasi-firm, quasi-interruptible service will be provided without adding any new pipeline capacity or facilities.

Because Columbia's OPT service could readily be replicated or adapted to other pipelines and because it points the way to a generally broader menu of pipeline transportation services, it is worth a closer look from an LDC perspective.
