On March 1. the commission gave a green light to the first offering of what could become a new variety of pipeline transportation service. The Commission allowed several new tariff sheets to become effective, covering a new off-peak-transportation (OPT) rate schedule of Columbia Gas Transmission Corporation. What is significant here are two points: (1) Columbia's introduction of a transportation service that is neither truly firm nor truly interruptible is the first pipeline service of its kind and ( 2) this new quasi-firm, quasi-interruptible service will be provided without adding any new pipeline capacity or facilities.
