A "frozen-orbital" diabatic basis has been constructed for an impact parameter treatment of collisions of He+ \\ith metastable He(2 3S) at 1000 eV laboratory ion ener,q\_ Lcept for the two highest states used, the diabatic states correlate very well with the separated-atom energies. and the P-11 rot
