In this paper, we propose a new traf®c model for MPEG-coded video sequences. The proposed modeling scheme uses scene-based traf®c characteristics and considers the correlations between frames of consecutive group of pictures (GOPs). Using a simple scene detection algorithm, scene changes are modeled
