A July 2006 report from the Urban Institute examines the difficult challenges faced by New Orleans hospitals in the days immediately following Hurricane Katrina, and concludes that hospitals should be a "major part" of area-wide disaster and evacuation planning so they are not left to make decisions individually during large-scale crises.
The report says mandatory evacuations should exempt hospitals if moving patients poses considerable risks to their health. It also stresses the need for external, cross-agency coordination and for medical records to accompany evacuated patients. While the weather was still sunny and dry, the hospital began preparations for the hurricane.
A team member hotline was opened for up-to-date communication and instruction. The hospital ordered a seven-day supply of linens, food, medications and supplies such as plywood, water blankets, tarps, and gasoline and diesel fuel.
