A "reduced" model for the dipolar relJ\ation of x\dter taking hydrogen-bond dynamics into account is built up. Via proper diffusional assumptions this leads us to study dielectric relaxation in terms of some relevant statistical properties of the hydrogen bond. The resulting relationship is shown to

Anomalies in liquid water are attributed to librattona~/rotattonal mottons, which depend cooperatively on H-bond structure within relatively stable oxygen groupings.
The close relationships between small-ion hydratton dynamics, spin-lattice and dielectric relaxation ttmes, and shear viscostty are delineated. Within this context, the anomalous heat capacity of Oguni and Angel1 can be understood. * Figs. 7 and 8 of ref. [lS] indicate a 150-160 cm-l llbrational shift between 275 and 365 K.
