In a medium of (near) supercritical water, plastic wastes are decomposed, using a tube-type continuous reactor, to give oils. For the wastes containing Cl-type plastics, the wastes are heated to decompose a part or all of the CItype plastics and separate the resultant HCI. The resulting wastes are t
